Section 11
Consultation regarding departmental action
  (1) When requesting the consultation of the commission to impose departmental punishment on an employee holding a gazetted position in the service, after completing the process of prevailing law related to service conditions, after evaluating the explanation and all the evidence submitted by the concerned employee in relation to the charges and the proposed punishment, the punishment sought to be imposed on the employee The complete file along with the decision of the punishing officer should be sent to the commission.
(2) In addition to the documents attached to the file received under sub-section (1), if any other details related to such employees are required, the Commission may request from the concerned officer and it shall be the duty of such officer to provide the details requested by the Commission.
(3) If it is found that the actual information of the content cannot be obtained only from the documents obtained according to sub-sections (1) and (2), the commission may bring the relevant staff before it and make necessary inquiries.
(4) If the employee questioned under sub-section (3) requests time to submit a written explanation, the Commission may grant a reasonable excuse.
