Section 5
Jewelry recommendation process
:(1) If the following officials, employees or dignitaries have contributed to the nation by doing excellent work in their field, the details of the contributions made by such officials, employees or dignitaries shall be disclosed in the format as per the schedule, and the following agencies or officials shall make their recommendations within a specified time for awarding jewels. Should be sent to the committee:
(a) In the case of the head of state, head of government, minister or similar or higher officials and other citizens of a foreign country, the Minister of Foreign Affairs, (b) In the case of the officers of the constitutional body, the committee and in the case of the employees, the head of the related constitutional body,
(c) In the case of employees of the Legislature-Parliament Secretariat, the General Secretary of the Legislature-Parliament,
(d) in the case of an employee belonging to a ministry or any person belonging to that ministry but not in government service, the minister concerned,
(D1) In the case of officials and employees related to the provincial government and any person related to the provincial government but not in government service, the Chief Minister of the respective province,
(e) In the case of persons other than those mentioned in clauses (a) to (d), the Minister of Home Affairs.
(1a) If an officer, employee or dignitary related to the local level has contributed to the nation by doing excellent work in his field, the relevant local level shall send the report to the Ministry of Home Affairs of the Government of Nepal along with the details of the contribution made by such officer or employee or dignitary, and based on the details obtained in this way, the appropriate person The name should be sent by the Home Minister to the recommendation committee.
(2) After receiving a recommendation for jewelry from the relevant body or official according to sub-section (1), the committee shall carry out necessary investigations and list the officials, employees and dignitaries deemed suitable for providing jewelry in accordance with this Act and the rules made under this Act and the type of jewelry that they should receive. Names should be recommended to the cabinet for providing open jewelry.
(3) To citizens of foreign countriesWhile recommending for honorary degrees, recommendations will be made keeping in mind the practice of such a country.
(4) Other procedures related to jewelry recommendations shall be as prescribed by the Ministry of Home Affairs of the Government of Nepal.
