If a person who is obliged to file details according to sub-section (1) or (3) of section 4 fails to file such details or fails to do so or files false details or If an incomplete statement is filed, the tax officer can make the evaluation of the real estate of that person and the assessment of the tax subject to section 5 and section 6.
