Rule 24
Issuance of passports in special circumstances

(1) According to section 20 of the Act, a person who wants to get a special condition passport should submit an application to the relevant commission by attaching the application as per Schedule-4 and the following documents:-
(a) Copy of minor's identity card or birth certificate,
(b) Copy of passport if previously taken,
(c) Copy of passport of applicant's father, mother, guardian or guardian,
(d) Citizenship certificate of the applicant's father, mother, guardian or dependent person or applicant's father, mother, guardian or dependent person. A copy of the national identity card if taken,
(e) Document of non-citizenship of a foreign country and no application for citizenship.
(2) After examining the application received in accordance with sub-rule (1), the Commission shall issue a passport to the applicant for the period as per Section 20 of the Act.
(3) According to sub-rule (2), if the passport cannot be issued due to the failure to complete the procedure or the non-submission of the necessary documents, the Commission shall inform the applicant of the same in the application. If the passport cannot be issued, the application fee will not be refunded.
