(1) The department will issue special passports to the following officers and employees who are nominated by the Government of Nepal, State Government or any government agency and are going to visit abroad on official work:-
(a) Head of Municipality, Member of State Public Service Commission, Member of State - Judicial Service Commission, _ Member of State Planning Commission,
(b) Deputy Head of Metropolitan Municipality other than Kathmandu Metropolitan Municipality, _ Deputy Head of District Coordination Committee, Chairman of Rural Municipality, Deputy Head of Sub Metropolitan Municipality, Deputy Head of Municipality, Joint Secretary of Government of Nepal and Gazetted First Class or So. Officer of the same, District Judge,
(c) Civil service, Nepal Health Service, Parliament Service, Nepal Army, Nepal Police, Armed Police Force, Nepal, Nepal Special Service, State Government and local level official level employees, Deputy Chairman of Rural Municipality, except officials who have diplomatic passports. (d) Deputy Governor of Nepal Rastra Bank,
(e) Officials of Commissions, Committees and Boards constituted according to prevailing laws, (f) Nominated by the Government of Nepal to study on scholarship or Other -Employees of government agencies going abroad to participate in study tours or training,
(g) Nepalese who will work in the peacekeeping mission of the United Nations: Army, Nepal Police and Armed Police. Force, staff of Nepal.
(2) In the event that the holder of the passport issued according to sub-rule (1) is employed abroad by the Government of Nepal, if his term of office or service period ends, in his case, a special passport will be issued with a maximum of six months added to the date of expiry of the term of office or service.
