Rule 4
Provisions related to expert committee
: (1) The Ministry may constitute an expert committee consisting of experts in the subject areas mentioned in sub-section (1) of Section 9 of the Act, with a maximum of five members.
(2) The qualifications of the members of the expert committee constituted as per sub-rule (1) shall be as follows :-
(a) having attained the age of thirty-five years,
(b) Having obtained a master's degree in the relevant subject from a recognized university and having acquired at least ten years of experience in the field,
(c) Not having been convicted of corruption, extortion, human trafficking and trafficking, drug sales, distribution and export, wealth enrichment, passport misuse, kidnapping related offenses and other criminal offenses showing moral turpitude.
(3) The work, duties and powers of the expert committee under sub-rule (1) shall be as follows:-
(a) Based on the geological conditions of Nepal, identifying potential disaster risk areas and giving suggestions for mitigation,
(b) Assessing, mapping and analyzing the risk according to the nature of the disaster and making recommendations on disaster risk-wise capacity building, disaster management _ information system and information flow,
(c) To give opinions, suggestions regarding the subjects related to disaster management to be included in the educational curriculum. (d) Making recommendations based on national and international knowledge and methods for forecasting, controlling and managing potential problems of epidemics (pandemics) and public health,
(e) To discuss with the participation of relevant experts and stakeholders, including the consequences that may arise from climate change, identify various aspects of disaster risk reduction and management and make suggestions for implementation,
(f) Suggesting the methods to be adopted to make the public and private sector active and responsible in the investment for disaster recovery work,
(g) Suggesting the construction of suitable infrastructure in accordance with the concept of better and stronger construction,
(h) Economic social development and disaster risk reduction while protecting the environment, disasterSuggesting to make preparation, recovery and reconstruction activities effective,
(i) Giving opinions and suggestions on other matters requested by the Executive Committee and the Ministry.
(4) The members of the Disaster Management Committee will receive meeting allowances as determined by: Government of Nepal, with the consent of the Ministry of Finance.
(5) The term of office of the expert committee under sub-rule (1) shall be as prescribed by the Ministry at the time of formation of the said committee.
