If the government of Nepal publishes a notice in the Nepal Gazette from time to time, if it finds that a substance is dangerous to life or property due to the presence of explosive elements in it or due to the adoption of necessary methods in the course of its production, there is a possibility of any kind of explosion. The Government of Nepal may declare the substance as an explosive substance and every substance so declared shall be called an explosive substance for the purpose of this Act.
