6. Foreign Trade Promotion Program

6.1. Transportation and Logistics Program The following actions will be taken to reduce the operating cost of export business and make it more competitive:-

6.1.1 For the effective operation of the established dry ports, the Act and Law regarding the multimodal transportation system will be implemented immediately. 6.1.2 The existing Nepal-India railway agreement will be reviewed and amended and effectively implemented. Also, efforts will be made to extend the train service to other possible points. 6.1.3 By expanding the electronic information technology implemented for the strengthening of customs, more modules will be brought into use and the necessary training will be provided to the customs staff for its effective implementation. 6.1.4 According to the provisions of bilateral, regional and multilateral trade, the access to the international market of export goods will be increased by developing necessary physical infrastructure and skilled manpower for quality determination and inspection and quality certification. 6.1.5 An Intermodal Transport Authority will be established to regulate the operation and management of dry ports, container freight stations, integrated customs points established within the state of Nepal.

6.2.6.2. Export Processing and Special Economic Zone Promotion Program Feasibility studies will be conducted for the establishment of export processing zones with the involvement of the private sector near the currently constructed dry port areas to make the export trade competitive. Arrangements will be made for the establishment of such areas as follows: 6.2.1 If it is desired to establish an industry in the export processing area so that a specified portion of the produced goods will be exported, approval will be given for the establishment of such industries. 6.2.2 Export Processing Zones - Priority will be given to establish Carpet Village, Handicraft Village and Garment Processing Zone in Special Economic Zones. 6.2.3 Labor Act Law to promote established industries in the export processing sectorIt will be smooth. 6.2.4 For the export processing sector, integrated guidelines on import, processing, value addition and export will be created and implemented. 6.3. Publicity and Promotion Program 6.3.1 In accordance with the provisions of the World Trade Organization, the existing information flow and inquiries will be made. The Ministry of Commerce and Supply will coordinate such activities. 6.3.2 In order to promote exports, initiatives will be taken to sign up for membership in order to facilitate hassle-free transportation of goods while participating in foreign trade fairs. 6.4. Manpower Development Program 6.4.1 Considering the complexity of bilateral, regional and multilateral trade agreements/agreements, manpower capable of negotiating trade agreements/agreements including product and market development, quality improvement will be prepared. 6.4.2 Training will be given to people from government and private sector organizations related to international trade, especially intellectual property protection, technical barriers to trade, customs assessment and procedures.
