(1) The Government of Nepal shall have the right to take foreign grants or loans.
(2) The Government of Nepal should take foreign grants or loans in such a way as to ensure overall economic stability of the country (3) The Government of Nepal may receive foreign grants or assistance for plans or programs to be implemented at the provincial and local levels.
(4) The provincial and local levels cannot receive any kind of foreign grant or assistance or implement any plan or program with foreign grant or assistance without the prior approval of the Government of Nepal.
