: Unless otherwise stated in this Act or the rules and regulations made under this Act, all the activities of the Institute will be supervised, directed and regulated by the Committee. However, the committee may assign such duties and rights as it deems necessary and proper among its duties and powers mentioned in this Act or the rules or regulations under this Act to be followed and exercised by the general manager or one or more directors' sub-committees or other officials of the institute.
