(1) The responsibility of providing education up to the basic level to every citizen and the responsibility of arranging the necessary arrangements related to that shall be the responsibility of the Government of Nepal, the provincial government and the local level.
(2) It will be the responsibility of the state to provide education up to secondary level to every citizen.
(3) For the purposes of sub-sections (1) and (2), the Government of Nepal shall provide necessary coordination and leadership.
