(1) The minimum educational qualification required for a post to be filled through an open competition in the civil service shall be as determined in the applicable law regarding the relevant service, group and sub-group.
(2) Before determining the educational qualification in accordance with sub-section (1), the ministry, secretariat or body operating the service, group and sub-group shall consult the commission.
(3) Regardless of what is written in other prevailing laws, the educational qualification obtained by a candidate from any university or educational institution is not the same as the educational qualification determined for any post in the civil service, as decided by the commission as necessary.
