(1) For the purpose of selecting the institution through open competition on the basis mentioned in Rule 3, the Government of Nepal shall disclose the following details and publish a notice in a national level daily newspaper with a deadline of at least fifteen days:-
(a) Name of the foreign country sending the worker and the name of the employing organization,
(b) Demand number of workers,
(c) Basis for selection of institution,
(d) particulars to be furnished with the application,
(e) Place of application.
(2) From among the applications received in accordance with the notice published in accordance with sub-rule (1), the organization with the highest score shall be selected according to each basis mentioned in rule 3.
