Section 11
Responsibilities of the Secretary
(1) The Secretary shall be the chief administrative officer of the relevant ministry or constitutional body or office at the central level, and in that capacity he shall carry out the work necessary to discharge his responsibilities.
(2) Without prejudice to the generality of sub-section (1), in addition to the duties, duties and powers provided for in this Act or other prevailing laws, the other duties, duties and powers of the Secretary shall be as follows:- (a) To assist the Minister concerned in relation to the policies to be promulgated by the Government of Nepal. ,
(b) To carry out the work of the ministry or constitutional body or central level office in which he is under the direction and supervision of the concerned minister,
(c) To submit a proposal to the relevant Minister for discussion if there is any need to improve the policy matters under the ministry or constitutional body or central level office. (d) To manage, conduct daily operations, control and supervise the employees of the ministry or constitutional body or central level office in which he is in charge,
(e) Supervise or control the work of the ministry or constitutional body or central level office under the department, office or other body under such ministry or constitutional body or central level office and give instructions as needed,
(f) To implement or cause the policies and programs approved by the Government of Nepal (G) To submit to the office of the Prime Minister and the Council of Ministers the report of the work done by the ministry or constitutional body or central level office and other related bodies every month as prescribed,
(h) Prepare the annual program of the ministry or constitutional body or central level office and submit it to the minister and have the approved program implemented, monitored and evaluated as well as review the progress,
(j) Major works performed by the ministry or constitutional body or central level office during the year aTo prepare an annual report on Arbahi and submit it to the Minister,
(j) Transferring or posting or assigning employees up to the gazetted second grade under the ministry or constitutional body or central level office in which he/she is present, however, the employee working in a ministry or constitutional body or central level office or other body or the department or office under it shall be transferred to another ministry or Arrangements related to transfers to constitutional bodies or central level offices or agencies or departments or offices under them shall be in accordance with prevailing laws. Approving, (l) Implementing the decision made by the Government of Nepal (Council of Ministers) in matters related to the ministry or constitutional body or central level office and supervising the implementation status of such decision, (d) Implementing or making the decision made by the secretary meeting, (d) The employee who performs very excellent and commendable work shall be awarded up to three additional grades or a lump sum award of up to five thousand rupees at a time by mentioning the detailed description of the work done by him, (n) Ministry or constitutional body or central level office or the time of the project conducted by the department head or the project head. Inspecting on time and giving necessary instructions, (h) If it is found that the projects conducted during the inspection according to clause (h) could not be completed on time or if the quality of the completed project is found to be low, after necessary investigation, and necessary action will be taken against the relevant department head or the project head who is found guilty, (h) To use or cause the following work, duties and rights.
(3) The secretary shall immediately inform the concerned minister of the work done in accordance with clauses (j) and (t) of sub-section (2).It will be his responsibility and duty to provide updated information on any matter requested by the Government of Nepal related to the ministry or constitutional body and central level office where he is in charge.
