The court shall determine the sentence by considering the following matters:-
(a) The punishment shall not be more than proportionate to the seriousness of the offense and the degree of guilt of the offender,
(b) Punishment shall not be more severe than is necessary to achieve the purpose of punishment,
(c) The punishment given to another offender for an offense committed under the same circumstances should not be inconsistent or disproportionate to that previously imposed,
(d) when punishing for more than one offence, or punishing an offender who is being punished for any offence, for another offence, the total punishment shall not be more than just and proportionate,
(e) If it is found that other punishments are sufficient in proportion to the offence, imprisonment shall not be imposed.
