Anyone who consumes the water distributed as mentioned in clause (a) of section 2 with the intention of evading the tax levied in accordance with this Act or other prevailing laws of Nepal in any way other than from the water registered in the designated base, he shall be fined Rs. 1,000.- Fine up to one thousand or imprisonment up to 3 months or both.
