(1) A person who contravenes section 4 or section 12 or 13 for the first time shall be liable to imprisonment for a term which may extend to 3 months or to a fine of Rs. 300.- fine or both and each time from the second time onwards the punishment may be double. 50.- with a fine up to Rs. 100.- may be fined for:-

(a) Failure to comply with sub-section (3) of section 7, or

(b) Failure to notify as per section 8, or

(c) in case of disobedience without reasonable cause to an order made under section 16, or

(d) in violation of the rules made under section 19.
