(1) Any document, notice, decision or other information mentioned in this Act and the rules made under this Act, documents related to bidding, documents related to invitation of proposal or procurement contract that the public body shall give to the bidder or the consultant or the bidder or the consultant to the public body otherwise in this Act Unless there is an arrangement, it should be given in writing.
(2) When sending a notice in accordance with sub-section (1), if the address of the bidder or consultant receiving such notice is not found or if such notice cannot be delivered due to any other reason, a public notice shall be published in a national level daily newspaper with a brief description of the subject, and such person shall publish the notice in this manner. It will be deemed that the notice has been duly received.
