Section 28
May instruct members
(1) According to the instructions of the leader of the parliamentary party, the whip of such party may issue an instruction (whip) to the members of the parliamentary party to vote for or against such motion in the voting to be held in any house of the federal parliament or state assembly on the following motions:-
(a) motion of confidence or no confidence in the Government,
(b) Subject to approving the policies and programs of the Government,
(c) Subject to the passing of the annual budget,
(d) any other matter of national or public importance (2) Every member of the parliamentary party shall follow the instructions as per sub-section (1).
(3) The details of the members who do not follow the instructions as per sub-section (1) shall be given by the whip to the central committee of the respective party.
