Before issuing the order to punish a civil servant, the officer authorized to give departmental punishment must state the reasons for taking action and give the employee an opportunity to present his/her justification within a reasonable period of time. When given an opportunity in this way, it is also necessary to disclose that the accusations made against him are clearly stated and each accusation is based on what things and reasons. In such a case, the concerned employee must also submit his excuse within the deadline and the concerned officer must seriously consider the excuse submitted in this way.
(2) The officer authorized to order departmental punishment may conduct an investigation by himself or by any other officer if he deems it necessary. The investigating officer has to follow the prescribed procedure.
