After selecting the proposal according to section 7 or if it is deemed suitable to implement the project based on the details requested according to sub-section (4) of section 9, the Government of Nepal may conclude a memorandum of understanding with the proponent regarding the implementation of the project. But looking at the nature of the project, the government of Nepal can enter into an initial project agreement with the proponent.
