Section 22
Power to withhold newspapers, magazines and other articles

(1) The concerned postmaster shall have the right to intercept any newspaper, magazine, book or other document suspected to be prohibited by section 16 from being sent by post.
(2) The concerned postmaster should hand over the postal items stopped under sub-section (1) to the concerned officer appointed by the Government of Nepal and the officer should give the notice of the stopped to the addressee.
(3) If an officer authorized by the Government of Nepal, upon inspection, believes that there is any news, newspaper, book or other document that is prohibited as written, he may issue an order as he deems appropriate, and if he does not believe that such a thing has occurred, and if it is not necessary to confiscate it according to other laws of Nepal in force immediately, Such postage will be waived. But,
(a) Any person who is concerned with the postal item that has been so detained may submit a petition to the authorized officer of the Government of Nepal within 2 months from the date of the detention, and the officer may consider such petition and issue an order as he sees fit.
(b) If any application for the release of the withheld postal item is rejected, the applicant may apply to the District Court for the release of the postal item within 2 months from the date of the notification of the rejection order, and when applying to the district court, the newspaper prohibited by Section 16 on the withheld postal item, It must have been based on the fact that there were no newspapers, books or other documents.
