The Government of Nepal may conduct special programs regarding the following social welfare work and social service:
(a) To promote the interest and welfare of children, the elderly, the helpless or the disabled,
(b) To increase participation for development and to protect and promote the rights and interests of women,
(c) To enable persons suffering from juvenile delinquency, drug addiction or other social and social disorders to lead a dignified and dignified life,
(d) To provide dignified living for unemployed, poor or illiterate persons,
(e) To organize the activities of religious places and Guthi,
(f) to make necessary arrangements for the welfare of backward communities or classes.
