Rule 41A
Forming Committee
:
(1) Notwithstanding anything written elsewhere in these rules, the Government of Nepal, if deemed necessary, may publish a notice in the Nepal Gazette and constitute a committee consisting of three members including the chairman to carry out the work specified in the said notice among the actions to be performed by the officer in the designated district according to the Act.
(2) In the presence of the chairman and one other member, the committee may take action and carry out all the work prescribed in accordance with sub-rule (1). But in the case of action, the chairman of the committee or any member can do it.
(3) When the committee takes action or terminates the work, if there is a difference of opinion among the members and the majority cannot be established, it shall be done according to the opinion of the chairman.
(4) As long as a committee is formed and maintained in a district in accordance with sub-rule (1), no other official shall be allowed to carry out the work prescribed by that committee.
