4. Work, Duties and Rights of the Committee:

(1) The work, duties and rights of the Committee shall be as follows:-
(a) to manage and operate the hospital,
(b) Development and expansion of the hospital to make it resourceful and self-sufficient (c) Formulating and approving the policies, plans, programs and budgets of the committee and implementing them, as amended by the third amendment. (d) Establishing and providing the necessary physical infrastructure for the preparation of manpower for the hospital (e) Identifying the resources and means necessary for the operation, improvement and development of the services provided by the hospital and deploying such resources and means,
(f) To create vacancies for necessary technical and administrative posts for the hospital,
(g) determining the fees for services rendered by the hospital,
(h) To determine the number of free and paid beds and the rate of charge thereof,
(i) To make the services available from the hospital effective and to do other work necessary for achieving the objectives of the hospital,
(2) The committee will provide health services by expanding hospitals at regional, zonal and district levels. But until such hospitals are established, the committee will make necessary arrangements to provide health services from existing regional, zonal or district hospitals.
(3) The committee will be able to provide healthcare services to the general public as long as the resources, means and capabilities allow.
