Section 4
Tasks, Duties and Powers of the Committee
In addition to the tasks, duties and powers mentioned elsewhere in this order, the tasks, duties and powers of the Committee shall be as follows:-
(a) To advise the Government of Nepal regarding the policy related to Special Economic Zones,
(B) Making recommendations to the Ministry for making detailed standards and procedures related to the operation and management of special economic zones (c) To operate and manage the special economic zone subject to the laws in force and the standards and procedures approved by the Government of Nepal,
(d) Recommending to the Government of Nepal to provide special tax concessions to special economic zones,
(e) Lease land and buildings to industrialists to set up and operate industries through competition in the special economic sector (f) Periodically inspecting the industries established within the special economic zone and recommending to the relevant agency for necessary action if any industry is found to have committed or failed to perform any action contrary to this order or prevailing laws,
(g) Recommending the provision of bonded warehouse facilities to industries within the Special Economic Zones,
(h) Recommending Nepal Sarkar to provide the service facilities available on behalf of the Government of Nepal in a simple and convenient manner to the industries established in the Special Economic Zone,
(i) Recommending zero rate value added tax on raw materials and manufactured goods exported outside Nepal by industries operating within the special economic zone and sold to the industries operating in the special economic zone,
(j) Recommending refund of value added tax paid on purchase and importation of raw materials, auxiliary raw materials, machine tools, etc. incurred in the production of goods and services by industries established within the special economic zone,
(k) To recommend that the goods or services exported outside Nepal by the industries established within the special economic zone and the goods or services sold locally to the industries within the special economic zone be exempted from excise duty,
(l) SpecialBased on bank guarantee for the raw materials, auxiliary raw materials, packaging materials and other materials used in production for the industries established within the economic sector and plant, machinery, equipment, tools, tools and parts required for the industry and up to three depending on the size and nature of the industry Recommending customs exemption on vehicles,
(d) Recommending to the relevant authorities for concessions and permission to import goods such as machinery, equipment, spare parts, means of transport, raw materials, packaging materials required by investors within the special economic zone,
(d) To maintain good relations between industry management and workers for a good industrial environment, coordinate between industry management and workers,
(n) cancel the contract with the industrialist who violates the agreement and remove such industry from the special economic zone,
(i) Arranging necessary arrangements for service facilities such as banks, post offices, health posts, schools, entertainment, etc. in special economic zones,
(h) Recommending to the Government of Nepal to designate areas with access to roads, telecommunication services, electricity and water facilities, availability of workers and raw materials and the potential of special economic zones,
(d) To prepare a list of industries that can be set up in Special Economic Zones,
(d) To identify the special preferential treatment to be done in the special economic sector and recommend it to the Ministry for implementation,
(N) coordinating with the local administration and police to arrange security in special economic zones,
(c) Periodically taking reports on exported goods from industries established and operating within the Special Economic Zone,
(f) To do other necessary work under the prevailing laws for the development and promotion of the industry in the special economic zone and that zone.
