Section 18
Valuation of assets or instruments

(1) The department or the relevant district administration office shall evaluate such property or instrument to determine its value before auctioning the property or instrument deemed to be confiscated by the court.
(a) Director General of the Department
(2) There will be an evaluation committee as follows to evaluate the assets or instruments to be auctioned by the department:- - Coordinator
(b) Representative, Office of the Attorney General- Member
(c) Representative, Public Procurement Monitoring Office- Member
(d) Representative, Office of the Comptroller General- Member
(e) Head of Accounts of the Department- Member Secretary
(3) Based on the nature of the assets or instruments to be evaluated in the evaluation committee as per sub-section (2), the representative of the relevant agency or organization should be invited as a member.
(4) There will be an appraisal committee in each district to appraise the property or equipment to be auctioned by the District Administration Office as follows:-
(a) Chief District Officer- Coordinator
(b) District Attorney- Member
(c) Tehsildar, District Court-Member (d) Controller of Funds and Accounts- Member Secretary
(5) Based on the nature of the assets or instruments to be evaluated in the evaluation committee as per sub-section (4), the representative of the relevant agency or organization should be invited as a member.
(6) The appraisal committee under sub-section (2) or (4) may invite experts in the relevant field to the appraisal committee meeting while appraising the assets or instruments to be auctioned.
(7) The secretariat of the evaluation committee as per sub-section (2) shall be in the department and the secretariat of the evaluation committee as per sub-section (4) shall be in the office of the Controller of Finance and Accounts of the respective district.
(8) Notwithstanding anything written elsewhere in this section, the property or equipment designated to be transferred immediately shall be assessed by the Director General of the Department or the concerned Chief District Officer.
