Section 25
The District Court concerned shall have jurisdiction
(1) In case any court or officer is not assigned jurisdiction to process, hear and dispose of a case according to the law, the relevant district court shall have the authority to process, hear and dispose of such case.
(2) In accordance with the law, any court, body or official has the right to process, hear and dispose of a case, in the case that such a court or body has not been established or no officer has been appointed, until such a court or body is formed or until an officer is appointed, the right to process, hear and dispose of such a case is also the relevant district. It will be up to the court.
