Rule 31A
Arrangements for considering the electoral roll of Samvat 2064 as basis

(1) A Nepalese citizen whose name is in the voter list of the Constituent Assembly member election for the year 2064 and who has received a certificate of Nepali citizenship according to the prevailing law but does not include the voter name with a photo as per Rule 9 can register his name in the voter list after completing the procedures of the Act and this regulation. > (2) A Nepali citizen whose name is in the voter list of the Constituent Assembly member election in Sambat 2064 but who has not received a certificate of Nepali citizenship can obtain a certificate of Nepali citizenship according to the prevailing law and complete the procedures of the Act and this regulation and get his name registered in the voter list.
(3) A Nepali citizen whose name is in the voter list of the Constituent Assembly member election of 2064 and who has not obtained a certificate of Nepali citizenship according to the prevailing law, but who is eligible to be a voter according to the law, may submit an application to the registration officer in the format according to schedule-12 to be included as a voter in the voter list.
(4) Along with the application according to sub-rule (3), the applicant should attach the letter of introduction according to Schedule-13 or the recommendation according to Schedule-14.
(5) If an application as per sub-rule (3) is received, the name registration officer shall register such application and make the applicant fill the personal details collection form as per schedule-5.
(6) After filling the form as per sub-rule (5), the name registration officer will take the applicant's finger print and take a photo as determined by the Commission and enter his name and other details, finger print and photo into the computer.
(7) The name registration officer shall securely convey the application as per sub-rule (3), the documents attached to the application, the form as per sub-rule (5) and the computer entry details as per sub-rule (6) to the chief name registration officer.
(8) After receiving the application, documents, forms and computer entry details as per sub-rule (7), the Chief Name Registration Officer shallIt will examine the relationship and if any additional document is required for that purpose, it will inform the concerned applicant of the period for submitting such document. If such notice cannot be given, the Chief Registration Officer will paste such notice on the notice board of his office. (9) In order to investigate according to sub-rule (8), the Chief Name Registration Officer may request the assistance of any office or officer of the Nepal Government located in the district and it shall be the duty of such office or officer to provide the assistance so requested.
(10) After the investigation according to sub-rule (9), the Chief Name Registration Officer will prepare the voter list in the format as per schedule-2.
(11) For the purpose of protesting and correcting errors in the voter registration act as per sub-rule (10) and this regulation, within the period specified by the commission, the chief name registration officer shall publish it in the relevant village development committee or municipality and in his office and in the office mentioned in sub-rule (3) of rule 32. It will also have to be pasted.
(12) After publication of the voter list according to sub-rule (11), the name registration officer shall check whether the persons in the list are eligible to be registered as voters in accordance with the Act within the period specified by the Commission in accordance with "Election Commission (Collection and Program of Voter List) Guidelines, 2068" It will be submitted to the formed local support, coordination and monitoring committee. If the committee deems it necessary, it can ask the concerned person to clarify something or submit any document or evidence.
(13) The name registration officer shall remove the name of the person who is confirmed by the committee as per sub-rule (12) to be eligible to be registered as a voter according to the law and the name of other person retained in the list according to the sub-rule.
(14) The voter list as per sub-rule (13) will be sent by the name registration officer to the chief name registration officer.
(15) After receipt of the list as per sub-rule (14), the chief name registration officer in that listIn order to determine whether a person is eligible to be a voter according to the Act, the electoral roll and the application and documents according to sub-rule (3), the details form according to sub-rule (5), the computer entry details according to sub-rule (6) within the period specified by the commission, "Election Commission (collection of voter list and It will be submitted to the district level cooperation, coordination and monitoring committee formed according to the update program) directory, 2068. (17) When a copy of the voter list is prepared in accordance with rule 30, if the name of a person does not appear in the voter list prepared in accordance with this rule because he is not eligible to be registered as a voter in accordance with the Act or for any other reason, the Commission shall disclose the reason and remove such name.
(18) The voter list prepared according to this rule will be kept separately as additional voter list of the ward of the concerned village development committee/municipality.
