(1) If the employee assigned or engaged in election work has to be transferred or assigned to another place, or if any employee has to be transferred or assigned during the election period, the authorized person shall transfer or assign the employee. The official's decision shall be sent in writing to the commission for approval through the secretary of the relevant ministry or agency or a special category official.

(3) According to sub-rule (1) if the grounds and reasons for transferring or assigning an employee for whom consent is sought are reasonable and if it is found that the transfer or assignment of such employee will not adversely affect the election-related work, the commission shall transfer the employee. (4) According to this rule, the Commission may create and apply the necessary standards regarding the approval of employees to be transferred or assigned.
