(1) The Government of Nepal shall provide conditional grants to the provinces and local levels in accordance with the basis set by the commission in accordance with clause (c) of sub-section (1) of Article 251 of the Constitution to implement any plan of the state or local level or the Government of Nepal.
(2) When granting conditional grants according to sub-section (1), the Government of Nepal shall specify the necessary conditions for the implementation of the plan and the relevant provinces and local levels shall comply with such conditions.
(3) The province shall provide conditional grants to the local level in accordance with the basis prescribed by the commission in accordance with the provincial law.
