: (1) People with disabilities have access to television programs, movies, dramas, theaters, cinema halls, libraries, tourist services, art, literature, music, etc., on an equal basis with other people, and have access to cultural programs or services and entertainment. And will have the right to participate in the law.
(2) Persons with disabilities shall have the right to develop and utilize their creative, artistic, intellectual, commercial, professional and internal abilities.
(3) Persons with disabilities shall have the right to receive recognition and assistance of special cultural and linguistic identity, including sign language, deaf culture, on the same basis as other persons.
