7. Partnership, network and coordination will be established between various agencies to gather and utilize resources.

Under this policy, the following strategies will be:

♦ Informal education center will be the central working platform of all agencies related to informal education. It will act as a partnership, network and coordination. ♦ National and international non-governmental organizations will provide human, financial and material resources. ♦ Non-formal Education Center will coordinate with other Ministries under the coordination of Non-formal Education Council to prepare curriculum materials and reduce duplication of content as needed. ♦ Efforts will be made to achieve the objective of "Education for All" in coordination with United Nations organizations, international non-governmental organizations and other donor organizations through the informal education council. ♦ Villages/municipalities can take the help of national and international non-governmental organizations to conduct informal education programs. ♦ Open schools and open universities will adopt a policy of mutual sharing of human, financial and material resources. ♦ Functional coordination and sharing will be done at the implementation level to eliminate duplication between programs. Strategy The following strategies will be used to implement the above policies and strategies: ♦ To share human resources among informal education colleagues by sharing personal and institutional experience. ♦ Collaborate among colleagues in non-formal education and other programs to utilize resources available at the local level by eliminating duplication. ♦ Mandatory to keep the roster of associations conducting non-formal education programs in the district in the non-formal education unit of the district education office. ♦ To conduct joint programs in various aspects of non-formal education including research. ♦ The non-formal education center will upgrade and update human resources with the help of its partner organizations. ♦ Financial and physical means of non-formal education at various levelsSharing them. ♦ District Education Office Social Committee and Non-formal Education Committee of Jivis will have functional relationship with the informal education unit of District Education Office. ♦ The coordinator of the social committee shall be a member of the district non-formal education committee. ♦ Non-formal education committee will also monitor and evaluate non-formal education programs across the district. ♦ Non-governmental organizations conducting non-governmental education and district federations to hold regular discussions with non-formal education committee regarding the implementation of the program. ♦ To equip non-formal education councils and district non-formal education committees with resources. ♦ In partnership with the communication sector, non-formal education centers will provide newspapers to community study centers. ♦ Spread the word about non-formal education in partnership with the media sector. ♦ To share human, physical and financial resources at the local and national level. ♦ Go through Ministry of Education and Sports or Social Welfare Council to partner at international level.
