(1) The Public Service Commission shall be consulted on the general principles to be followed when appointing and promoting to military service, armed police service or police service or other government service posts.
(2) Such organization may consult with the commission regarding the prevailing law regarding the service conditions of the service employees of any public organization and the general principle to be adopted in the appointment, promotion and departmental action of employees in such service positions.
(3) Based on the consultation received from the Commission regarding the general principle, the relevant agency or public institution shall make a law regarding the service conditions of its employees.
