(1) The Government of Nepal may, by publishing a notice in the Nepal Gazette, designate any employee who has attained the following qualifications and is engaged in grain analysis and testing as a public analyst for the purpose of this regulation:-
(a) M.Sc in Chemistry or Food Science or Biological Science. Having passed the examination and having obtained two years of experience in research or analysis of feed materials, or
(b) B.Sc in Chemistry subject. Having passed the examination and obtained five years of experience in grain material research or analysis work.
(2) The public analyst shall analyze or test the sample of grain material sent for analysis or testing by the grain inspection officer, the officer hearing the case or the court hearing the appeal and send the report to such inspection officer, officer or court.
