(1) The head of the office that provides services to the general public at the provincial, district or local level shall conduct a public hearing as prescribed to make the work and actions of the existing office clean, transparent and objective and to address the concerns of the general public and stakeholders in accordance with the law.
(2) During the public hearing to be conducted according to sub-section ((1), experts related to the subject, stakeholders, representatives of civil society and officials of local bodies must also be invited.
(3) Notwithstanding anything contained in this section, it shall not be necessary to hold a public hearing on matters to be decided by the Judicial Council.
