(1) The commission shall adopt the following procedure while recommending for the permanent appointment of teachers and staff:-

(a) District In order to permanently fill the vacant posts of teachers and staff according to the approved posts in schools, the details of the number of teachers and staff to be filled according to the level of the school should be taken from the Department of Education.

Publish the number of posts for open competition to fill positions in district schools and take applications from candidates who have specified qualifications according to the position,

However, when opening the number of teacher posts for open competition, temporary The commission will advertise within one year of the commencement of this section so that only the following teachers can be candidates for the vacant post of teachers for the last time:-

(1) Vacant till 21st July 2061 Temporary teachers who have been appointed as temporary teachers before the 20th Paush of the year 2049 in the vacancies that have not been filled,

(2) Subsection ( 1) Vacant posts required for the following teachers for the period specified in that clause, or appointed as temporary teachers in lien positions of those posts until the same date or appointed under the basic and primary education project and working continuously until the commencement of this section,

(3) Seventy-five percent of the total vacant posts after July 22, 2061 until October 2, 2072, such posts or lien posts of those posts are temporary or substitute. Temporary teacher working continuously as a teacher,

(c) Scrutinize the applications received as per Clause (b) and select the suitable candidate by adopting the following method:-

(1) Open Competitive Written Examination,

(2) Interview,

(3) Practical examination.

But the practical examination will be conducted only when the commission deems it appropriate and necessary.

< p style="padding-left: 30px;">(d) to advertise the vacant posts every year and to recommend them for appointment or promotion within six months of the advertisement.

(2) Clause (2) of sub-section (1)  Twenty-five percent of the posts will be filled through open competition.

(3) When advertising for teacher posts according to the restrictive phrase of clause (b) of sub-section (1). For the purpose of sub-section (1), (2) and (3) separate advertisements shall be made and the competitive examination of such advertisement shall be conducted on the same date and time. For those who wish to be candidates after the commencement of this section, the application of the temporary teacher as per the advertisement made by the commission shall be maintained and re-application should be given for at least seven days.

(7) Teachers who have been permanently appointed from advertisements made up to the year 2052 and thereafter or who have been permanently appointed from advertisements as per the restrictive phrase of clause (b) of sub-section (1) when there is a vacancy. If the application is not given in the advertisement or if no recommendation is made by the Commission for appointment to a permanent position even after the application is made, such teacher shall be considered to have a maximum service period of twenty years by counting the period up to the last date of application to be a candidate in the advertisement in accordance with the restrictive phrase of clause (b) of sub-section (1). The following facilities will be given:-

(a) An amount equal to the last half month salary for each year of service for a teacher who has served for five to ten years,

(b) To a teacher who has served for more than ten years for fifteen years, an amount equal to the last one month's salary for each year of service,
