Section 44
Can suggest

(1) In the course of the work of the commission or on the basis of the study or research conducted by the commission, if it is necessary to improve the law related to the service conditions of the employees of the federal civil service, other federal government service or the service of the organization, the commission may make suggestions to the relevant body.
(2) The commission may give necessary suggestions to the related agencies from time to time to make the management of the agencies related to the federal civil service, other federal government services or the services of organized organizations clean, fair, competent, "functional and effective."
