After the Safe Transactions Ordinance, 2062 has been inoperative, unless another intention is apparent, such inactivity shall not, (a) create any matter which was not in force or maintained during the time when the Ordinance was inoperative, (b) in accordance with the said Ordinance (c) It shall not affect any right, facility, duty or obligation received, acquired or suffered in accordance with that Ordinance, (d) In accordance with that Ordinance (e) Any such right, facility, duty, liability, action or measure taken in connection with the penalty mentioned above shall not affect any penalty or confiscation, and any such legal action or measure shall be instituted so long as the said Ordinance remains in force.
