Publication of Notice
When a notice is sent to a person in accordance with this Act or other prevailing laws or when the deadline is met, if there is a report that the address of such person is not found or for any other reason such notice could not be delivered or the deadline was not met, regardless of what is written in the prevailing law, such person If the investigation has been conducted within thirty days or the case has been filed before the investigating officer, a public notice will be published at least twice in the national level newspaper (in the case of foreign nationals, in an English daily) to appear with a brief description of the matter, and upon the publication of such notice, whatever is contained in this Act or other prevailing laws. Even if it is written, such person shall be deemed to have been duly notified or the deadline has passed.
