(1) If the Government of Nepal has to settle any amount or any other work contract, it should publish a notice in the local newspapers and places at least three months prior to the date of commencement of the open contract:-
(a) If the contract was awarded in the past, how much rupees or the terms of the contract, and
(b) the conditions on which the contract will be awarded now.
( 2) In case tenders are invited for settlement of the contract, in the notice under sub-section (1) in addition to the matters written in those sub-sections, the following matters should also be disclosed:-
(a) Method of sending tenders,
(b) The address, office or authority to which the tender should be sent, (c) the documents required for the tender, (d) the time and date for submission of the tender, and (e) The time, date and place of tender opening.
(3) In case of increase or decrease in order to settle the contract, the notice under sub-section (1) should also disclose the following things in addition to what is written in that sub-section:-
(a) the base, office or any other place where the promotion or reduction takes place,
(b) the time and date of the promotion or reduction, and
(c) other necessary Matters.
(4) Notwithstanding anything written in sub-section (1), if any contract has to be settled suddenly or once a notice has been published and a tender has been filed or increased or decreased, the Government of Nepal shall re-invite the tender or increase or decrease the tender. If it is necessary to make a change or if a contract that has been broken in the middle needs to be settled again, a notice can be published by giving a deadline of at least seven days.
