Rule 4
Groups, Ranks and Positions in the Service -
1) Based on the nature of the work in the service, the minimum educational qualification required to perform that work and the specifics of the work, there will be groups as per Schedule-1, which include positions of the same nature within the service.
(2) The service shall consist of the following categories –
(a) Gazetted (1) Specific category,
(2) First class,
(3) Second class and
(4) Third class.
(b) Gazetted (1) First class,
(2) Second class,
(3) Third class and
(4) Fourth category.
(3) In the specific category of service, there may be posts as specified by the Government of Nepal.
(4) Graded and ungraded posts in different groups will be as per schedule-2.
(5) Notwithstanding anything written in sub-rule (4), the gazetted post of Director General of the First Class shall not be grouped and any group of employees may be transferred or appointed to such post. (6) Notwithstanding anything written in sub-rule (5), an employee who is transferred or appointed to a non-grouped position as per the said sub-rule may be transferred to the position of his/her respective group.
(7) If the employee holding the position as per sub-rule (5) is promoted to a higher rank position or retires from the service, the position of his respective group shall be deemed to be vacant.
