Rule 13
Action for non-payment of stock

(1) If 180 days have passed since the payment date of the stock loan or interest, if the loan or interest payment is not received, the district may request the relevant chief district officer, village development committee or municipality to investigate and nominate the owner of the stock. And it will be the duty of the concerned person to do accordingly.
(2) When nominating the owner according to sub-rule (1), the concerned person may take the statements of the concerned owner or witnesses and make them take oath.
(3) Under sub-rule (2) the name of the nominated rich person should be published by Baidha in local newspapers and magazines for at least three consecutive times and if there is no objection even after 180 days from the publication of the last notice, Baidha should consider the nominated person as rich. But if there is a counter-argument, it will be according to section 13 of the Act.
