1) If local bodies wish, they can conduct land development programs in any part of their area with the approval of the authority.
(2) When conducting the land development program, the local body shall have the same rights as the authority in accordance with the Act and this regulation, and the local body shall also comply with the procedures and other provisions to be adopted by the authority in accordance with the law and this regulation while conducting such land development program.
(3) The authority may provide technical and financial facilities to the local bodies conducting land development programs in accordance with this rule.
