3A.1 In areas where the city plan has not been approved, the local level may formulate a local plan by including the relevant landowners or mohis. 3A.2 After formulating the local plan according to sub-section 3A.1, the local level shall get such plan approved by the committee where the committee is formed, by the city development district coordination committee where the committee is not formed, and by the city development central coordination committee where the committee is not formed. 3A.3 After the local plan has been approved in accordance with sub-section 3A.2, the local level shall publish a notice including the detailed description of such plan in any two major newspapers published by Nepal ………… for the information of the general public.
