If there is sufficient basis and proof that the municipality has not acted in accordance with the Local Bodies (Financial Administration) Regulations, 2064 when conducting financial transactions, the committee may withhold local development fees. But if the municipality improves its financial operations and informs the committee about it, the withheld amount can be released and disbursed.
