(1) If any dispute arises regarding the resource use of the project developed and operated by the consumer organization, a resource use dispute resolution committee consisting of the following chairmen and members shall be established to resolve such disputes:-
(a) Chairman, District Development Committee – Chairman (b) Representative, District Water Office – Member (c) Administrative Officer, District Administration Office – Member.
(d) Head, District Water Supply Office – Member-Secretary
(2) Notwithstanding anything written in sub-rule (1), if any dispute arises in relation to the resource utilization of the project to be developed and operated by the licensee, there shall be a resource utilization dispute resolution committee consisting of the following chairman and members for the resolution of such dispute:-
(a) Persons designated by the Government of Nepal – Member
(b) Representative, Ministry of Housing and Physical Planning – Member
(c) Representative, Ministry of Water Resources – Member
(d) Head, District Water Supply Office – Member-Secretary
(3) If there is a dispute regarding the use of the same resource in two or more districts, the representative of the district development committee of the district where the application regarding resource use has not been submitted to the committee under sub-rule (1) and the representative of the district development committee of the district where there is a dispute regarding resource use in the committee under sub-rule (2) will also remain a member.
