(1) If a breeder wants to obtain the right of ownership of the seeds of a new breed that he has bred or selected, he should submit an application to the committee in the format of Schedule-4.
(2) After receiving the application according to sub-rule (1), the committee shall give the right of ownership to the relevant breeder in accordance with Schedule-5, after considering the utility and importance of such seeds.
(3) If two or more breeders breed or select seeds of the same type of new breed or if it is proven that they have done so, the one whose application and seeds have been registered first shall be granted ownership rights.
