(1) If the authority deems it appropriate to implement a project in any of the ways mentioned in rule 3, the authority shall make a recommendation to the ministry along with the detailed description of the way in which the project will be implemented.
(2) In the details according to sub-rule (1), the following things should be disclosed:-
(a) Details including the location and area of ​​land to establish the special economic zone,
(b) Survey report according to Section 4 of the Act regarding the location of establishment of Special Economic Zone,
(c) Method of joint participation of the Government of Nepal and the private sector
(d) The estimated amount of investment to be made by the Government of Nepal and the private sector and the returns to be obtained from it,
(e) the nature of the industries which may be carried on in the Special Economic Zone,
(f) The process of operating and managing special economic zones after infrastructure development (G) Management of the infrastructure to be developed in the special economic zone and the service facilities to be provided (h) Other necessary details determined by the Ministry.
(3) After studying the recommendations received according to sub-rule (1), if it is found appropriate to implement a project with the joint participation of the Government of Nepal and the private sector, the Ministry will submit a proposal to the Government of Nepal for approval.
(4) If the proposal submitted in accordance with sub-rule (3) is found to be appropriate, the Government of Nepal may approve the process of project implementation.
