Rule 58
Returnable postal items
Inland letters, postal papers, airmails, registered newspapers, business sample packets, commercial papers registered abroad may be returned to the sender without the consent of the addressee, provided that delivery has been made to the addressee and is in the condition of postage. . The following procedure should be followed for withdrawal:-
(a) No postal item shall be returned without the order of the Director General, Regional Postal Director or Postmaster General of gazetted rank.
(b) For the return of each postal item, a written application should be made separately for each postal item, a stamp of Rs. Once the ticket mentioned in the application has been submitted to the respective post office, the ticket will not be returned under any circumstances.
(c) For the purpose of withdrawing any postal item, only the sender of the postal item or a person authorized by him in writing may apply in writing,
(d) The reason for taking return delivery should be disclosed in every application. Such a request should be sent in a sealed envelope if action is taken through the Director General or Regional Post Director.
(e) After receiving the application written in clause (a), the officer will order the return delivery to the sender if he thinks that the applicant is the right person and the reason for withdrawing the application is reasonable, otherwise the related postal item will be sent to the addressee.
(f) Regarding the application received at the concerned post office, if the postmaster is of the rank of a gazetted officer and if the reason disclosed in the application given by the sender is justified and if he thinks that the sender is a proper person, the gazetted officer can immediately deliver the item back to the sender. If the postmaster is of a lower level than the gazetted officer, he should submit his opinion to the concerned control office about whether the return delivery should be given and keep the related postal items withheld and do as per the written instructions from the regional postal directorate.will fall Return delivery should be given only to the sender of the item or to a person authorized by him in writing.
(g) If the item is not available at the concerned post office, the Postmaster General, Director General or Regional Post Director will also notify the same by radio at the address post office. But the sender will have to bear the expenses incurred for broadcasting etc.
(h) In case of registered letter going abroad, Rs. 1.- The fee for sending the letter to the respective country for the ticket TAC should be paid in cash.
